Hello. You are talking from the AWC and European Open or the National qualifiers in Finland? For the European Open the dog needs to be 24 months old at the day of competition. You can read the European Open rules here: http://www.fci.be/medias/AGI-REG-EO-en-11111.pdf
For the AWC I can‘t find anything. There I recommend to ask your National Agility Association. They have for sure somewhere the complete rules.
